What is a Conservation District?
Learn what Conservation Districts do, how they support Montana’s permitting system, and find the one for your project area.
WHAT IS A CONSERVATION DISTRICT?
Montana has 58 local Conservation Districts, each led by an elected board of supervisors. They are local units of government that work with landowners, communities, and agencies to protect and conserve natural resources like soil, water, and wildlife habitat. They provide technical assistance, education, and local leadership on conservation issues.
WHAT DO CONSERVATION DISTRICTS DO?
Conservation Districts review 310 Joint Applications for work in or near streams, provide on-site guidance to landowners, and help ensure that projects protect Montana’s natural resources. They also lead education programs, habitat restoration projects, and community conservation initiatives.
For a deeper dive into their role, visit the Montana Association of Conservation Districts (MACD). Since 1942, MACD has supported CDs through advocacy, programs, and resources that help keep Montana’s land and water healthy for future generations.

HOW GILLY SUPPORTS CONSERVATION DISTRICTS
Gilly was built to support the vital work of Montana’s Conservation Districts.
By guiding applicants through the 310 Joint Application, Gilly reduces incomplete or inaccurate submissions and helps projects move smoothly through review.
For District administrators, Gilly provides a clear digital record, easier communication with applicants, and tools that save valuable time—so more energy can go toward conservation, not paperwork.
At its core, Gilly exists to make the permitting process simpler for everyone while strengthening the essential partnership between landowners and their local Conservation Districts.
